Hi Dan,

This seems to be a common issue with oracle on windows + activestate
perl - I did a google search on your error message:

I am no an oracle expert, but perhaps you need to make sure
ORACLE_HOME, and other environment variables are set appropriately for
the user running your apache2 service?
